Colorado Department of Transportation Regulation 2024-12-01 This letter was sent to the Colorado DOT regulations committee to help prevent Larimer County Planning from taking private property rights. DOT Rule Makers: With one simple rule, the State can stop the government's bureaucratic and institutional theft of private property roads. Rule: "Roads, streets, or other byways designated with the terms public property or government-owned property mean the government is the recorded title and deed named owner and under government jurisdiction." When I read that government organizational conflict-of-interest is the unlawful use of the general fund, I realized that most education is about government legislative operations, not government business operations. I am seventy-five; I do not recall education about government business operations. Professional experience, current local events, and gut instinct warn that the County and Loveland governments have multiple organizational conflicts of interest in business practices. Analyzing those concerns required a government business model. Business means work at some cost for some benefit.  Stewardship. Discrimination by Disguise

Discrimination by disguise is purportedly legal policy and procedures made by a voice-of-authority (government staff or officials) that creates a disguise context that intentionally reframes a person's rights to deny the person's rights. When Trump used his voice-of-authority to claim he lost the election by voting misconduct, his policy disguised voter rights.

Acts Date: 9/2/2024 Larimer County Manager Volker, This letter requests that you urgently address a significant issue with the County's GIS road data. The data incorrectly reports Monroe Avenue's (below) road's owner as PUBLIC, GENERAL, which is inaccurate, illegal, and a significant conflict-of-interest. This misreporting by the county operations department, responsible for the GIS database, is tantamount to theft of private property and unlawful use of general funds. Any County works that illegally use general funds is a conflict of interest and a public trust crime.
